A law is always a choice between two opposing options. Enacting a law requires 400 Civics.png and a prerequisite technology. More advanced laws have a higher upkeep such as Civics.png or Training.png upkeep. Changing a law costs 600 Civics.png, which may be reduces through an archetype.
